Builders are caught off guard by surge in demand

U.S. builders are scrambling to respond to a sudden demand for new homes. Sale prices increased 7.3% in 2012, and the number of homes available to buy is at its lowest level since 1999. Many builders are having a hard time hiring labor and obtaining needed permits to respond to the market rebound.
