New Florida merit-pay plan affords flexibility

The Florida Senate on Wednesday passed a bill revamping the state's controversial test-based merit-pay plan and created a "merit-awards program" that is designed to give local unions and school districts more flexibility to develop tailored performance-pay plans. The House vote was expected today.
