Water is top concern for California Delta region

Much of the land in the Sacramento-San Joaquin Delta is below sea level, and an 1,100-mile levee system is vulnerable to earthquakes. This, combined with cutbacks aimed to protect fish and an ongoing drought, puts 2/3 of California's water supply at risk. A controversial canal, which could cost up to $18 billion, could be the answer.
