District refunds millions in special-education tuition

A New Jersey school district is struggling to refund money to other systems after it overcharged them for sending students to its special-education programs. The Ridgefield district still has $850,000 left to pay back to the districts after overcharging them by nearly $3 million. The overcharges resulted from projected costs for students' tuition.
