Emerging climate bill on collision course with Senate energy panel chief

The climate-and-energy bill being crafted by Sens. John Kerry, D-Mass., Lindsey Graham, R-S.C., and Joe Lieberman, I-Conn., reportedly has two sections traditionally opposed by Sen. Jeff Bingaman, D-N.M., the chairman of the Energy and Natural Resources Committee, according to this blog post. The first provision proposes a "revenue-sharing" plan for the expected income from offshore drilling, and the other provision calls for expanding the renewable-electricity mandate to include nuclear power.
