Budget plan could halt several development projects in California

Jerry Brown's budget proposal that includes eliminating 425 redevelopment agencies in the state, since it could cut funds for planned development projects. The budget plan aims to divert extra revenue from local property taxes to schools and other services, instead of having them go back to redevelopment agencies.
