Rep. Barney Frank, D-Mass., co-author of the Dodd-Frank Act, said House Republicans will face significant challenges in trying to substantively change the law. "The Senate won't go along and the president won't go along," Frank said. House Republicans have introduced a number of bills to alter the law, but they would need bipartisan support in the Senate to succeed. Frank also reiterated his opposition to the limit on debit card transaction fees, a measure that is included in the act.
