New wind power capacity could fall to 1.5 gigawatts in 2013 from an expected 12 GW this year if the renewable-energy Production Tax Credit expires at the end of the year, according to Matt Kaplan, associate director at IHS Emerging Energy Research. "That's a massive decline all created by this uncertainty," Kaplan said.
