Senate OKs bill to ease small businesses' access to capital

The Senate voted 73-26 to approve a bill aimed at making it easier for startups and small banks to raise capital without registering with the Securities and Exchange Commission if they have fewer than 2,000 investors. The Senate added a provision that calls for registration for "crowdfunding" investments; the House is expected to accept that measure as the chambers work out a final version.
