California to put off comp rate evaluation

California's Workers' Compensation Insurance Rating Bureau has recommended a 16.4% rate decrease, but Gov. Arnold Schwarzenegger said he would not consider any changes to the plan until this summer. "[W]e always made it very clear from the beginning that after 18 months we are going to do a study. If we find there is something wrong, or that someone has been badly injured and has not gotten the money, then we will go and make those changes," Schwarzenegger said.
