Ruling: Arizona must do more for English-language learners

Arizona schools must do more to improve school programs for students learning English, a federal judge ruled this week. State lawmakers had hoped a 2006 law to revamp its ELL programs and increase state funding per student from the current $358 to $432 would be sufficient, but the judge said the state's ELL programs remain inadequate.
