Wisconsin breaks ground on ambitious highway project

Wisconsin recently started construction on a $1.9 billion project that will expand and modernize Interstate 94. The north-south freeway project will receive funding from the state and from the federal economic-stimulus package. It includes moving ramp exits and replacing deteriorating pavement and structures, among other things. Officials expect the project to create 2,300 jobs over seven years.
