Calif. county to discuss proposed plastic-bag ban, paper-bag fee

Officials in California's Marin County are considering legislation for a countywide ban on plastic bags and fee on paper bags. County officials, along with grocery-store owners, will meet Thursday to discuss an outline of the proposal. "What the grocers have said is that a state approach is the best approach," said Susan Adams, a county supervisor.
