Washington, D.C., -- where participation in a free breakfast program has increased 32% since 2010 -- recently received a top ranking in school breakfasts by the Food Research and Action Center. The analysis found more than 64% participation in the free breakfast program by low-income students. Officials say the district is a national leader in school breakfasts and was the first to "legislate breakfast in the classroom."
