Report: Chicago integration plan never really took off

Two decades after Chicago integrated its public schools, an analysis shows a district as segregated as it was, with whites overrepresented in magnet schools, a report says. Citing his belief in academically selective institutions, schools chief Arne Duncan said, "the best way to improve integration is to improve quality."
