Groups charge California districts ignored NCLB transfer rules

The Coalition on Urban Renewal and Education and the Alliance for School Choice filed complaints Thursday alleging the Compton and Los Angeles unified school districts failed to inform parents about their right to transfer their children to better schools under NCLB. Los Angeles district's general counsel insists parents received proper notification.
