Chicago dumps 3 bids to rebuild Congress Parkway interchange

Three contractor bids to rebuild Chicago's Congress Parkway interchange have failed after the city disqualified two and rejected the third for being too high. Chicago will re-open the bidding process in April. Reconstruction, including the reworking of ramps and new areas of green space, is expected to begin in June and take two years to complete.
