Court: Proficiency among English language learners Texas is "alarming"

A federal appeals court overturned a ruling against Texas over its bilingual education system, but invited those who sued the state to include failing school districts and refile their case. The judges ordered a lower court to find the cause behind what they called the "alarming" state of language proficiency among the state's English language learners and develop a strategy to solve the problem.
