FCC's Copps urges caution on taking broadcast spectrum

In testimony before Congress on Thursday, FCC Commissioner Michael Copps is expected to say that the government needs to take "great caution" in reallocating broadcasters' digital spectrum to meet growing wireless demand. "Every local voice that disappears runs against the grain of localism, diversity and competition," according to Copps' prepared remarks before a House committee.
