Airlines are scrambling to calculate taxi times and modify contingency plans at airports around the country as the deadline nears for government-imposed penalties on tarmac delays. Logistical concerns vary from one airport to the next, meaning carriers must come up with highly customized time frames for making cancellation decisions. Meanwhile, even business travelers aren't convinced the new rule will end up benefiting them: "This is a case of the government trying to do something right but overreaching," said one frequent traveler.
