Ordinance prompts BP to re-think application for Kan. wind project

BP has paused its application for a special-use permit for the Ninnescah Wind Energy project in Pratt County, Kan., citing an ordinance that directs developers of utility-scale wind projects to submit a full development plan before a special-use permit application can be processed. Based on input from BP, local officials are considering revising the ordinance to give developers more flexibility. "As drafted right now, the ordinance pretty much puts the cart before the horse," said BP attorney Steve Gough.
