Senators address "too big to jail" and GSE fees in budget

The Senate budget proposal includes language stating criminal prosecution should be an option for all banks that commit crimes, regardless of size. The amendment, from Sen. Jeff Merkley, D-Ore., is a reaction to the issue of banks being "too big to jail." The budget also bans the use of fees charged by government-sponsored enterprises Fannie Mae and Freddie Mac for unrelated expenditures.
