New disaster plan reaches beyond federal players

The new National Response Framework covers how to handle human-caused and natural disasters and better clarifies the role of nonfederal organizations. Homeland Security Department officials report that the broader plan of action was based in part on lessons learned from the response to Hurricanes Katrina and Rita. "We wanted something that was very easy to read, particularly at the executive level, and we wanted something that was much easier to work with," said Dennis Schrader, deputy administrator of FEMA's National Preparedness Directorate.
