Europe has content, U.S. has size for stimulus programs

The raw numbers do not give an accurate picture of Continental Europe's stimulus spending that can be compared with U.S. efforts to restore growth. Europe has many social-spending programs that automatically increase in a downturn. The International Monetary Fund said in a report on the issue that "the composition of the fiscal stimulus is as critical as its size."
