Maryland school district can't count illegal immigrants, board says

The Maryland State Board of Education has ruled that Frederick County officials cannot count the number of illegal immigrants in their schools. A county commissioner was hoping to tie school-system funding to a count of immigrant students, but the legal opinion from the school board stated that the tally would make immigrant parents afraid to enroll their children in school.
