Florida, Texas, California advance high-speed rail plans

Florida expects federal scrutiny of its high-speed rail plans, because the state's system may be the first in the nation to get built. Texas hasn't secured funding, but the state is moving forward with its own plans to connect Dallas, Houston, Austin and other cities with high-speed rail. Meanwhile, a contentious proposal in California to end high-speed rail in San José has been discredited.
