Wan Chai, a neighborhood in Hong Kong, long has been known among foreign visitors as an area filled with massage parlors and questionable bars. But locals saw it as a neighborhood with street markets and pickup basketball games. Today, a new cultural scene is emerging in Wan Chai as inexpensive rents lure entrepreneurs, artists and other creative types.
