Jobs bill provides small-business tax holiday, but questions remain

The jobs bill will offer a payroll tax break for small businesses that hire unemployed workers, but the measure has detractors. "Most people, when they go out and hire somebody, they hire the best person they can get. One of the last things they will think about is whether or not that person is employed," says Cap Willey, managing director of accounting firm CBIZ Tofias. In addition, according to NFIB data, few business owners will be able to expand until sales pick up.
