MAP-21 expires September 2014; where will new money come from?

The transportation bill passed last year will expire in September 2014, and there are still no clear funding paths for a new bill or an extension. The gasoline tax has not increased in 20 years, but raising it is considered a political "third rail." Some are looking at tolls or increased sales taxes.
