Florida committee passes bill freezing Citizens' rates

A Florida bill that would freeze rates for the state-run Citizens Property Insurance through 2009 was approved by the Senate Banking and Insurance Committee. The legislation would also increase penalties for violating insurance regulations. Some lawmakers may oppose the bill because they believe Citizens' rates are already too low.
