Column: Environmental review rule may complicate stimulus projects

Many projects that receive funding from the federal economic stimulus package are subject to review under the National Environmental Policy Act, writes attorney Steven Imig. The requirement could complicate the time lines for transportation projects, he notes. Colorado, for example, must commit economic stimulus funds within four months of receiving them, but a NEPA review of a transportation project takes an average of more than 3.5 years to complete.
