Web tools take the technical know-how out of cybercrime

Investigators say a new breed of cybercriminals has far less technical knowledge than the hackers who once committed almost all cybercrimes. Web-based programs are making it easier for everyday computer users to commit fraud online. The new hackers have "resources available to them online and were able to take advantage of them to build this network," said Sean-Paul Correll, a researcher at Panda Security who helped investigate a major fraud network in Spain.
