Federal rule sets penalties for inadequate special-education funding

States that fail to maintain or increase special-education funding from year to year may lose out on federal funds under a new rule that clarifies penalties for decreasing funding without federal permission. The rule also allows redistribution of funds withheld from noncompliant states.
