Report Raises Questions About New York City Summer School Program

The Board of Education has raised doubts about the effectiveness of the city's summer school program, after a report by Metis Associates found that many of the lowest-scoring students were promoted to the next grade. Some experts have said the report left out critical data that would help determine the program's effectiveness. Schools Chancellor Harold O. Levy has proposed major cuts to the $176 million program.
