Annan: "Too late" for armed intervention in Syria

Former United Nations Secretary-General Kofi Annan believes the time has passed for using armed intervention in Syria. "We left it too late. I'm not sure it would not do more harm," Annan said. He added that estimates of Syrian deaths from the conflict are "a gross under-estimation."
