Wash. city council moves to help local businesses

The Tacoma, Wash., City Council is trying to give businesses a "good boost" by changing the city's purchasing policy. The change allows officials to consider locality and the city's "culture, customs, history and the natural, built, and economic environment" when awarding contracts. Councilors voted unanimously in favor.
