Duvall County schools and the teachers union reportedly have proposed offering annual $2,500 supplements for teachers and principals to work in the county's low-performing schools. The plan, thought to be the first of its kind in the country, would open every position in seven elementary schools; teachers with proven records of improving student performance would be selected and would be required to stay for four years.
