Developers encouraged to work with wetlands experts

Developers who must replace destroyed wetlands are urged by the Army Corps of Engineers and the Environmental Protection Agency to seek out companies that specialize in creating swamps, marshes and streams. Critics contend the rule requiring developers to replace wetlands is too "business friendly" and allows for several environmental loopholes.
