Senate panel advances immigration reform bill

The Senate Judiciary Committee approved a proposal to legalize the nation's 11 million illegal immigrants -- provided they meet certain requirements -- and to create a guest worker program for 400,000 people. If the vote passes the full Senate, it must be reconciled with a House bill that calls for tighter security and does not include a guest worker program.
