Editorial: Rewrite NCLB to focus on individual student growth

According to the Los Angeles Times, instead of broad mandates for all students to reach proficiency, Congress should rewrite NCLB this year to require yearly improvement for each student. To close the achievement gap, more growth should be asked from minority children and the poor, and a single federal definition of proficiency should be used, the paper said.
