Instead of having the government insure everyone, the government should provide insurance for the poor, elderly and disabled through Medicare, Medicaid and SCHIP, and private insurers should offer affordable plans across the nations for other Americans, writes HHS Secretary Michael Leavitt in this commentary. Leavitt says a system of competition based on value requires the four components of electronic medical records, quality measurement standards, an accepted means of price comparison, and incentives to motivate all to cut costs and boost quality.
