Paper: California district falsified rosters to gain extra funding

Santa Ana administrators hired substitute teachers for classes that didn't exist at 25 elementary schools, falsifying rosters so classes would be small enough to qualify for additional funding, the Los Angeles Times reported. District officials defended the practice, saying substitute teachers "team teach" with classroom teachers, which they said is a legal route to securing class-size reduction funds.
