Report: New Orleans levee system lacked integration

A report sponsored by the Army Corps of Engineers found that New Orleans levees and levee walls were not built as part of an integrated, well-fortified system. "The system did not perform as a system," the Interagency Performance Evaluation Task Force says in the report. Problems such as low levee sections and weak links between projects caused water to invade the entire system after Hurricane Katrina.
