Phone apps fail to curb safety risk posed by texting while driving

Despite the numerous mobile-phone applications developed to curb texting while driving, software developers have yet to design one that can provide the ultimate solution to the problem. Some applications only work on selected phone types and fail to detect whether the user is driving, while other systems might do harm instead of securing motorists' safety. "The real challenge that we face is: How do you get drivers to just drive?" said a government official.
