States would gain drilling authority under bipartisan climate bill

States would have more authority over offshore drilling in a climate bill being crafted by a bipartisan group of senators, said Bruce Josten, executive vice president of the U.S. Chamber of Commerce. Under the proposal, drilling within 35 miles of a state's coast could proceed only with state approval, but drilling from 36 miles to 75 miles offshore could begin unless a state objects, he added.
