Buffalo, N.Y., teacher-evaluation plan is rejected by the state

Education officials in New York state rejected a teacher-evaluation system being proposed for schools in Buffalo. The system fell short on four of 26 categories required by the state, according to a letter from the state's schools chief, John B. King Jr. The rejection is expected to mean the state will continue to withhold $5.6 million in school-improvement aid for the city's schools.
