The U.S. needs a sound energy policy that encourages an "'all of the above' approach," writes Joseph Kelliher, NextEra Energy's executive vice president of federal regulatory affairs. Kelliher, a former chairman of the Federal Energy Regulatory Commission, said that the wind-energy Production Tax Credit is an example of a successful policy. "Thanks in part to the incentive offered by the PTC, private industry has built 420 wind manufacturing plants in the U.S. and directly employs 75,000 skilled workers. The PTC costs about $3 billion a year, but wind delivers $10-20 billion in direct investment annually," he writes.
