Analysis: Obstacles remain for online-sales-tax bill

A majority of U.S. senators recently endorsed the idea of forcing retailers to collect sales tax on online transactions, but that doesn't mean the proposal is on its way to becoming law. Several powerful lawmakers oppose the bill, and debate remains about whether small merchants should be exempt from the regulations. Meanwhile, certain states have taken steps to ensure that sales tax is collected.
