At least two cities in the U.S. have enacted paid-sick-time measures in the past month, but resistance to such measures exists among small-business owners and lawmakers, Joyce Rosenberg writes. Philadelphia Mayor Michael Nutter may veto a paid-sick-time bill that was passed by the City Council on March 14. Some small-business owners support paid-sick-time measures, saying they improve worker morale and create a safer work environment.
