Optimistic at UN about passage of arms treaty

United Nations envoys are cautiously optimistic that they will finalize an arms treaty today. Russia, China, Germany, France and the U.K. are thought likely to support the treaty. Separately, Rohan Talbot writes that the arms treaty would do much to save lives and prevent civil wars like the one in Syria.
